I'm sorry if I asked this already but what happens if you don't specify a -loc file on the first linking? The command line you provided in the bug has light behaving the way I would expect. If you provide a .wxl file then it will replace as many of the variables as it can in the .wixout. Subsequent bindings can only fill in remaining variables.
