OK, this isn't an issue with the merge module. I ended up pulling the custom action back into the install, and it fails there as well. I even went so far as to comment all the code out of the custom action (except return ActionResult.Success), and I get the same error: "Error 1723: There is a problem with this Windows Installer package. A DLL required for this install to complete could not be run. Contact your support personal or package vendor." I've checked the spelling of the custom action name and dllEntry
Any ideas on what else I should check?
