Having compiled and debugged the firewall extension CA, I isolated the bug to the GetFirewallProfile() function, which was returning a NULL INetFwProfile.
The bug has been fixed in 3.0.4603. I was using 3.0.4513. Unfortunately, 3.0.4603 has its own problems (eg bug #2168111). So that's that.
