Its smell like bug. Because If I am declaring fragment that contains only properties - all properties will be missing in Property table. But if under same fragment, in addition to properties I will declare some feature or component all properties will be added to Property table.
I am speaking about real flow. In my installer I have develop some extension that extend <Property> element. My extension data also disappear from MSI tables if fragment contains only properties. Currently I had found some workaround, I am declaring some dummy component under same Fragment to resolve this problem. BTW - where you suggest me declare Propertyref?
