Try this instead:
<Publish Property="_BrowseProperty" Value="INSTALLDIR" />
<Publish Property="_BrowseProperty" Value="SAMPLESDIR" />
_BrowseProperty contains the name of the property that is to be set
with the path; you are setting _BrowseProperty to the contents of
INSTALLDIR and SAMPLESDIR and not their names.
