One more thing, Have you scheduled it before the custom action "A" ?

Here is the case; I have a custom action say "A" with Execute='deferred' and it starts after the "StartServices". And an other custom action say "B" with Execute='rollback' that is a roll back action. Now when custom action "A" is being executed, and user click the cancel button of the installer. The installer asks for the confirmation, after confirming, it continues to execute the custom action "A" and after it is finished , it does not execute the action "B" that is rolling back action.
