Just a thought but why not put the WiX MSI in TFS and then do a silent install of WiX at the start of the build. Then you get the best of both worlds, a standard WiX install and WiX being automatically updated on all build machines. Also, if the WiX tool set gets some new tools or config you don't need to figure out how they need to be installed.
