Right. A user can't just install .NET 3.5 as the installer will automatically install .NET 2.0 and 3.0 as well. If your installer does a check for .NET 2.0 via the reg key (or using the NetFxExtension that comes with WiX), the check will pass if the user has "only" installed .NET 3.5 since the other two frameworks will automatically be there as well.
