Unfortunately, the "toggle" behavior you want is not supported by the current
Custom Actions. The design is intended to make it possible to uniquely
identify which Web Site to install/uninstall since the IP/Port are the
"physical representations" of the Web Site. That design has its shortcomings.

Subject: [WiX-users] Wix 3; IIS extension - WebSite
I'm trying to add a web site to a server on install, and it's replacing the
Default Site rather than adding a new one. Is WiX's CA using the IP/port
combination to check for duplicate websites instead of letting the developer
decide? I don't want to overwrite an existing installation, and I want to
allow people the option to toggle between apps.
I often will create multiple web sites sharing ip/port combinations, thenonly
have one running at a time, depending on need.
Is this supported in any way? Can I force WiX to not check for a site's
existence?
