The install error message doesn't mean much to me (more context might help) but the lack of ModuleDependency check is known. In WiX v3 we solved that problem by having light run validation at the end of the build. Unfortunately, in WiX v2 you have to run validation yourself to get the error about missing ModuleDependency.
