Yes, it does and it should default to the same as the parent (actually required
to be the same as parent).

Does the verb element accept Advertise="yes"? (yes, I know I could go look it
up, but I am assuming that with that attribute missing, it is going into the
Registry table instead of the Verb table and thus MSI can't find the row it is
looking for).

Thanks - it was really solved when I added the Verb table (manually to the msi
file).
The problem is that it didn't add the table when I added the following line to
the wxs file:
<ProgId Id="E2E extension" Advertise="yes">
<Extension Id="E2E" Advertise="yes">
<Verb Id="open" Command="Open"
Argument="%1" Sequence="0"/>
</Extension>
</ProgId>
Do you have any idea why the table wasn't added?

The log shows you need a "verb". See the Verb element.

Check a verbose log. MSI is likely looking for an associated row in the ProgId
table. In WiX, you express that with Extension as a child element of a ProgId.
