The [#fileId] syntax works only for File Ids. The [$componentId] is
available also but nothing for the Icon table.
I can see that I'm trying to do is not documented to work, but I'm
unclear why its not possible?
Windows Installer is keeping a copy of your icon for its own purposes.
It doesn't expose a way to get to that icon.
