Couple of other things to check.
ALLUSERS may be set to 1 in the new installer and not in the old
installer or vice versa.
In your UpgradeVersion element make sure you have OnlyDetect="no". If
this is set to "yes" it doesn't remove the older version, just detects
for it so you can set a Property or what not.

Look at a verbose log around the FindRelatedProducts and
RemoveExistingProducts actions to see what MSI found/did.
