I hope you are fine and doing well.

Is it possible to create a shortcut for a file which already exists on the
user's machine? 

I need to create a shortcut uninstaller for the product, and it is possible
by creating a shortcut to the "msiexec.exe" which already exists on the 
Windows\System32\" directory.

Is it possible to create a shortcut for that file without installing it with
our installer? (can we create a shortcut for a file which we haven't
installed on the target machine?)
