What's strange? Think about it. When you set the condition to "NOT installed" you're saying "only do this action if the product was not installed at the start of this MSI run". When you set the condition to "installed" you're saying "only do this action if the product was installed at the start of this MSI run". Is the product installed when you do the initial installation?
