If you let Windows Installer handle ARP (actually, the ARP control panel queries MSI for information) then it isn't possible. ARP by default passes /qb+, IIRC, which will show a complete dialog but nothing you can control. You only can control full UI which ARP doesn't allow you to do by default.
the only alternative is to set ARPSYSTEMCOMPONENT, but this can be very problematic especially if you plan to patch your product.
