OK, they show up in the order I want if I put the <Feature>s directly 
under <Product> rather than using <FeatureRef>s. If this is expected, we 
should document this, and if it isn't, we need to fix <FeatureRef> so it 
works the same as <Feature> in this respect.

With an open-source project, I would ordinarily dive into the code and 
try to come up with a patch, but I've not yet tried to build WiX from 
source. ;)
