You'd get the same results if you use the Windows Server 2008 version of
Orca (where the new darice.cub comes from). I've reported the bug to the
MSI team and in the meantime I have a workaround on the WiX side out for
review. We took the new .cubs to get fixes for ICE39 and ICE45.
