I wrote an ICE that complains whenever you have an action in the UI or
execute sequence tables for which there is no defined action text.
This is readily determined since the ActionText table's primary key is
the Action. Basically my ICE said "every sequenced action *must* have
a corresponding row in the ActionText table".
