The wizard mode is identified by a conditional dialog in the InstallUISequence, it's not special wizard.
The normal WelcomeDlg has "NOT Installed" as Condition. The MaintenanceWelcomeDlg has "Installed AND NOT Preselected AND NOT RESUME" as Condition. Just open any .msi with Orce and check the InstallUISequence table.
