This is just one of the major weakness's to MSI IMHO. Anyone who's ever done
costing on 20,000 files during an upgrade knows how painful it can be to
install and even more painful to author so that the component rules are
followed and costing leads to the desired result.
If you assume that you want file level upgrade/patching, then this is just
the pattern you have to follow. But it's entirely possible that the files ar
small, the package isn't that big and that an always overwrite xcopy
transaction would have better performance while leading to the same end state.
If this is the case, don't be afraid to color outside the lines.
