Thanks Julie. The example you gave is what I fell back on. Unfortunately, we pull in (localized) files dynamically and those tools make heavy use of the FeatureRef/ComponentRef structure that apparently only works in WiX2.
I believe Bob's webpage mentioned adding support for <Component Id="blah" ...
