I don't think SelectionNoItems works for what you want it to do. See this in the EventMapping Table topic:

   To disable the push button when no features are listed in the
   SelectionTree Control <selectiontree_control.htm>, use the
   EventMapping Table to subscribe the PushButton control to a
   SelectionNoItems ControlEvent <selectionnoitems_controlevent.htm>.

It doesn't talk about feature being selected for installation, just whether they're listed.
