Not at all. They can be embedded inside the .msi, residing in a separate .cab
beside the .msi or can be neither archived nor embedded as well. Just see the
very first sections of http://www.tramontana.co.hu/wix/lesson1.php .
However, you have to refer to all the files in the usual way from your WiX
source, so you can't simply tell it to copy the contents of a folder, no matter
what it contains. This would negate all the benefits of Windows Installer
technology.
