It's the other way round:
In v2 its Permission with Extended=yes:
<CreateFolder>
<Permission Extended="yes" ... />
</CreateFolder>
In v3 its "PermissionEx" with WixUtilExtension-namespace (here "util"):
<CreateFolder>
<util:PermissionEx ... />
</CreateFolder>
