If the issue is that your Launch Condition prevents an uninstall, then you probably need your LaunchConditions to be performed only on an install. In your UI sequence and your Execute sequence, put a condition of Not Installed on the LaunchConditions action. Visual Studio setups do this by default, probably to stop people getting into the situation that you've got, even though launch conditions can be useful for uninstall conditions too.
