I've found so far is:

The assumption was an underlying system restore problem not really a bad
package. However a poster noticed that if he didn't have registry table
entries he didn't see the problem. Still, that's probably the trigger not the
cause.
Someone here might know, otherwise the PSDK newsgroup and/or MS PSS might be
the better place to go ask.

This is MSI is being installed on a virtual machine for testing purposes.
If anyone has any reference materials to help solve this, that would be
wonderful!
