You can change the Add/Remove Products icon using the ARPPRODUCTICON property. You're correct that you cannot change the icon used for the .msi file, nor the icon in the top-left corner of the install dialogs.

If you mean the icon as viewed in explorer, I suspect not. Explorer does not handle .msi files differently from any other non-exe file type, like say a Word document.
