The Certificate stuff used to be deeply integrated with the IIS code.  Now they 
are separate but kept in the same extension for historical reasons.  We could 
separate them into another extension, but I'm not sure immediately which one 
I'd add it to.

Also, in WiX v3 the only stuff in the 'core-functionality' is native MSI 
support.  The hope is to make it clearer when you're using extensions to MSI.

Well, since this feature would be useful for all kind of programs, not only for 
web projects, it could be extracted from iisextension to an own extension or 
integrated into the core-functions, couldn't it?
