Your log has a reference to Program Files (x86). Is this a 64-bit Vista
system you're installing on? If so, is the component marked as 64-bit
or 32-bit? I'm also wondering if you ran a 32-bit registry editor to
look for 64-bit entries.

There are no custom actions at all. And there's no rollback, because
components of the same feature - file based - are written to target
folder. 
Registry entries with the same MSI are written to registry on WinXP, but
not on Vista.

I've never seen RegAddValue in the log and not gotten values in the
registry. Are you sure there isn't a rollback or custom action that
might delete them?
