Yes, the IIS custom actions use the IIS 6.0 metabase APIs. Notably, however, rollback does not work as the IIS team saw fit to remove the backup API that the custom actions use to support rollback.
If you want to write new custom actions/modify the old ones to support IIS 7.0's new metabase API, your input would no doubt be welcomed.
