Well, first, I'd suggest using a verbose log to verify that's the problem: The InstallValidate action logs whether a component is going to be installed or uninstalled. But the easiest solution is to include a boolean registry entry in the component itself; so write a "1" DWORD registry entry in one component and "0" in the other. Then use RegistrySearch to load that value.
