Additionally, you'd want to read the EULA carefully to be verify whether 
modifications are legally acceptable.  My bet is that modifying the Merge 
Modules is not an okay thing to do.

If Microsoft have said that these modules don't install on Windows 2000
then there's probably a good reason for it.  It would probably be better
to re-author your app to not depend on them.
