Why do you have “1” as the Condition in the Publish element?  That should be 
unnecessary.  Blank means no condition, which means run always.

 Amazingly everything looked so much clearer this morning and I solved this 
issue by just adding a DoAction to the ScrollableText <Publish Event="DoAction" 
Value="CheckLicenseViewed"> <![CDATA[1]]> </Publish> Not sure if there is a way 
to filter the event to just scroll events as the cursor goes a bit flicker 
manic. But it works for the purpose required (which will probably change
