I had originally copied the WixMondoUI fileset from wix 2.0 and modified
it to create my custom UI.
What effect does that have on your answer?

If you're using WixUI, you don't need to pass in its .wxl file, just use
-ext to specify WixUIExtension and pick up its embedded loc strings.
