On reflection, the section of my tutorial (bottom of page of Part 3) that I refer to is about how to make a drop-down box in the UI to select the language for the product being installed, not the language for the install process.
But my tutorial does show how to make completely localized MSIs, and the (still missing) Part 5 tells how to use msitrans.exe to make MST files. And my (still vaporware) MSI launcher program does query the system to choose default language, while also allowing the user to select an alternative install language.
