Try using the REINSTALLMODE property with the REINSTALL property. The REINSTALLMODE property tells the installer how to overwrite the files and if to use versioning rules or not. The REINSTALL property tells it what features to apply REINSTALLMODE to.
Take a look at http://msdn2.microsoft.com/en-us/library/aa371182.aspx for more info. Just as a side note, if you are running a fresh install, just leave REINSTALL out.
