What about the DPInst.exe from DIFxApp (see http://msdn2.microsoft.com/en-us/library/aa370579.aspx) It is part of WDK. It is standalone binary and by default it will try to install all drivers in the working directory.
I am using the DPInst.exe to install the PnP drivers for PCMCIA adapters and it is working well.
