When I build, I don't see "copying 0 files" messages, which is what

Good news! And luckily, you don't have to rebuild all of WiX to 
customize the UI. The general approach is to create your dialog in a UI 
fragment, then clone the dialog set (e.g., WixUI_Mondo) fragment to add 
control events for the new dialog.
