Well, unless running an elevated advertised installation, of course. I'm
coming to the conclusion that that's what per-user installs are for.

It takes a great deal of extra logic to properly support falling back to a
true per-user setup. Non-admins can't install to Program Files, for example.
It's more than just the profile directories.
