*Problem solved* - Yes, I am creating a LUA package and Orca does throw the
same error. I ended up replacing the CUB files with another Orca install and
these CUB files seemed to solve the problem. I don't know exactly what was
wrong with the first CUB files, but now everything works fine. Thanks again
for the assistance with this one.

That doesn't seem right. The doc says that the values in MSI 4.0 are
0-5,8. Are you creating a LUA  package
(Package/@InstallPrivileges="limited")? Does Orca give the same error?
