Set the ARPPRODUCTICON property to the name of your icon.  So you'd have

<Property Id="ARPPRODUCTICON" Value="myicon.ico" />

and later you'll have to include that icon:

<Icon Id="myicon.ico" SourceFile="c:\myicon.ico" />
