In an earlier message you said your features were being reorganized. The SDK topic "Minor Upgrades" says:
A minor upgrade can be used to add new features and components but cannot reorganize the feature-component tree.
That requires a major upgrade using the Upgrade table and FindRelatedProducts/MigrateFeatureStates/RemoveExistingProducts actions. Those don't apply to minor upgrades.
