The typical "everyone/just for me" radio buttons (as from VS setup 
projects) are wrong. As you note, it's more about shortcuts. Doing a 
per-user install on Vista requires a separate package, as the no-elevate 
bit is in the summary information, rather than a property or something 
else you can twiddle at install time.
