The log doesn't show any attempt to create a shortcut so it's not a 
failure. That's something. I hate to bring up the whole "shortcuts are 
evil" threads of the past, but you might want to take a look at how 
WiX.msi does it, both with advertised shortcuts and with 
RemoveFolder/RegistryKey/RegistryValue.

Or you could add a component with a CreateFolder for the shortcut folder.

So what does its verbose log look like? Is there an explicit create of 
the shortcut directory? and shortcut itself?
