In both cases the msi file was on the desktop of the Vista machine (a VMWare
virtual machine, if that makes any difference). The only difference between
the two tests was the digital signature on the MSI file.

Where are you running the file from? When I was playing with Vista I
discovered that the correct
name (for my exe, not an msi, btw) was shown if I ran it from the desktop,
but I got what looked
like a temporary file name if I ran it from off our server. I can only
guess that when I run it
from the server, Vista makes a temporary copy and then runs that. This
would make sense from an
implementation point of view, but it does mean the UAC prompt isn't correct.
