You are correct. MSI has historically focused on installing a single package. This multiple package installation is a relatively new development in the Windows world and the Windows Installer has not caught up. The Windows Installer team recognizes the problem and I expect them to do something to help multi-package installs as soon as they can. Their ship cycle isn't like the WiX ship cycle. <smile/>
In the meantime, we're kinda' on our own... that's why I started the WiX chainer late last year. MSI seems to focus on installing a single package. It is not geared towards higher level package management.
