It's not entirely clear to me in which order properties are assigned values.
For instance, a property might be assigned a value by default, by declaration, by command line, by registry search and so on. All but one method will have to override some of the others by assignment order. (E.g. ALLUSERS has a default value, it may be assigned a value by declaration, command line and so on.
