Good question, but I have no idea. You might try a more general Windows
Installer forum.

Subject: [WiX-users] Windows Installer Patch question
I'm using WiX to generate my installers as well as to generate a pcp file for
MsiMsp. I noticed something odd and I can't find any documentation to back up
what's going on when I install my patch. Here's the situation:
I generate an msi to serve as a small update (QFE) and from that and the
original msi generate an msp. If I were to run the .msp file on the
destination machine, the file dates for the installed file are the same as the
.msp rather than the file dates from the source. If I were to instead run the
.msi file on the destination machine the file dates for the installed file are
correct. Is this the expected behavior or is something wrong?
