Yes.

Yes, MSI moves files it's uninstalling so it can roll back. The 
directory was left behind but it was otherwise empty.

That's the same as I got. MSI can move the file but not delete the 
directory. Again, it's considered not so severe an issue as to cause a 
reboot.
